Denmark releases OIOUBL 3 Release Candidate [Updated April 2025]

Update April 2025: Due to several inquries that needed further investegations the Danish Business Authority (Erhvervsstyrelsen) has decided to postpone the final release date from April 10th to October 10th. No comments whether the last day to implement OIOUBL 3.0  has been postponed, has been made.

Denmark is advancing its e-invoicing framework by introducing OIOUBL 3, a modernized standard designed to enhance efficiency and interoperability in electronic invoicing. This initiative aligns with Denmark’s commitment to streamlining digital transactions and adhering to international e-procurement standards. 

Nemhandel.dk has released a candidate-package. A Release Candidate is a draft version of the final product. The Nemhandel team at the Danish Business Authority considers this version to be essentially ready for release but encourages all stakeholders to review the material and submit questions or feedback by March 6, 2025. 

 

Important! 

The Release Candidate documents can be used for testing and demonstration purposes but must not be used to transport production data. They may only be implemented in production once the Danish Business Authority (Erhvervsstyrelsen) publishes a Final Release. Understanding OIOUBL 3 

OIOUBL 3 represents the latest step forward in Denmark’s electronic invoicing standards, building upon previous versions to offer improved structure and functionality.  

This update aims to facilitate seamless electronic communication between businesses and public sector entities, ensuring compliance with both national and European Union regulations. 

Key features of OIOUBL 3: 

  • Enhanced data structures: OIOUBL 3 introduces refined data models that support more detailed and accurate information exchange, reducing errors and improving processing times. 
  • Alignment with international standards: By harmonizing with global e-invoicing protocols, OIOUBL 3 ensures that Danish businesses can engage in cross-border transactions more effectively. 
  • Support for advanced technologies: The new standard accommodates emerging technologies, such as automated processing systems and advanced data analytics, fostering innovation in e-commerce. 

What is the difference between OIOUBL 3 and OIOUBL 2.1? 

Though both could look the same, there are some big differences between the two versions. The 3.0 version comes with more benefits compared to 2.1, and at the same time it is closer to more standardized Peppol BIS. In the end it is designed to enhance efficiency and interoperability in electronic invoicing. 

Here are some of the major differences: 

  • Alignment with International Standards: OIOUBL 3 aligns more closely with the Peppol BIS standards, facilitating smoother cross-border electronic invoicing and ensuring compliance with European e-procurement directives. 
  • Expanded Document Support: The new version includes additional document types, such as despatch advice and order responses, broadening the scope of electronic document exchange. 
  • Improved Data Structures: OIOUBL 3 offers refined data models that enhance clarity and reduce errors in automated processing, leading to more efficient transactions. 

What is the plan for now?

As mentioned earlier; all stakeholders are encouraged to review the material and submit questions or feedback by March 6, 2025. Other importants dates are:

May 10, 2025: Final release of OIOUBL 3.0 are set to be released

November 15, 2025: All companies using NemHandel are now required to support OIOUBL 3.0.

May 15, 2026: OIOUBL 2.1 is officially deprecated. This change ends support for OIOUBL 2.1 and makes OIOUBL 3.0 the only available option for all NemHandel transactions.
